
County board approves five-year bridge plan
Cloud County board of commissioners, Monday, approved the five-year bridge construction plan presented by highway administrator Andy Asch.
Bridges to be included are at the following locations: 3 miles south and 1.75 miles west of Ames; 4 miles south and .75 mile west of Jamestown; .5 mile east and 3.9 miles south of Jamestown; and 3 miles north and .25 mile east of Aurora.
In other action, following a presentation on a MicroLight Door Protection System with Infrared Light Curtain and Microprocessor control, by Diana Gering and Diane McNichols, co-Health Department administrators, the board approved a proposal from Thyssen Krupp Elevator Corp., in the amount of $2,207, for installation of the MicroLight Door Protection System on the elevator door at the Health Department. Money for the purchase will come from the Special Building Fund.
Commissioners conducted a bid opening for the purchase of a vehicle for JJA with bids being received from Babe Houser Motor Co., Beloit Auto and Truck Plaza, Beloit Motor Co., George Motor Company and Concordia Auto Mart. The board asked JJA/Community Corrections Director, Ellen Anderson, and Randy Sorell, Community Resource Officer, to review the bids and the various vehicles to see which would best fit their needs before a decision is made.
Susie Haver and Tammy Britt, Tourism directors, presented the board with samples of the welcome bags that are given to visitors. Haver presented the Convention and Tourism 2008 Annual Report. This was the first year the transient guest tax was being collected at a rate of 5 percent.
Haver explained the Convention and Tourism’s proposed budget for 2010 and gave information on the new Community Information Center that will be located in the Tourism office. There are only three qualified CIC in the state, and Cloud County is the first to be designated an official center.
Britt explained the impact tourism dollars has in Cloud County.
Justin Murdock, Solid Waste director, presented an application for the waiver of construction/demolition fees for the property located at 432 E. 16th, Concordia which the board approved.
Murdock also reported he received a call from Kansas Department of Health and Environment stating that because of an oversight KDHE had not processed the paperwork for the Permit Modification Request for an Existing Solid Waste Landfill. Murdock said the proper paperwork was filed with KDHE in a timely manner in 2004 and he is working with KDHE to get this matter corrected.
Robbin Cole, executive director of Pawnee Mental Health, discussed mental health and mental health services provided by Pawnee, both in the 10-county service area and in Cloud County.
Cole said the agency will be dealing with the approximately $1 million reduction in State funding for the next year. Cole presented the 2010 budget appropriation request in the amount of $68,875, the same amount as 2009. The board will take the request under advisement when preparing the county budget.
Commissioners had two 15-minute executive sessions with Kirk Lowell, CloudCorp executive director, and Robert Walsh, County attorney, and Linda Bogart, County clerk, to discuss land acquisition. No action was taken after the sessions.
Lowell reported that Vestas will be bringing the world’s largest rubber tire telescopic crane to Cloud County. The crane is being shipped to Cloud County from Germany and is expected to arrive in mid-July. Vestas is planning to have a Community Day when the crane arrives.
Larry Eubanks, representing the Cloud County EMS Association, gave an overview of the Cloud County EMS Association and presented its 2010 budget appropriation request in the amount of $10,000. The board will take the request under advisement when preparing the county budget. Eubanks also presented information on Emergency Preparedness activities.
Commissioner Gary Caspers reported he attended the Broadband Forum, presented by the Kansas Department of Commerce and Kansas Collaborative. The forum,held at Cloud County Community College June 25, was one of seven forums held across the state. Purpose of the forum was to discuss and obtain feedback on how broadband access impacts rural communications and the use of the Federal Stimulus money that will be available.
In other matters, the board
—approved payrolls totaling $117,045.73.
—discussed various items with Sheriff Brian Marks.
—heard a report from Caspers that the 2009 June sales tax and compensating use tax totaled $55,343.56.
—heard a report from Caspers that he received a call from a patron concerning the condition of the Glasco City swimming pool.
Adjournment was at 4 p.m.
The courthouse and county offices will be closed Friday, July 3, in observance of the Independence Day holiday.
