TOPEKA — Kansas Securities Commissioner Josh Ney has announced that criminal charges have been filed against Charles Ray Mathews, Belleville, in the District Court of Republic County.
The criminal complaint alleges that Mathews, 52, committed securities fraud by unlawfully employing a scheme to defraud at least 26 persons by selling securities in a Hope Chest Entertainment Center, resulting in victim losses of over $25,000.
Mathews was charged with 14 felony counts for violations of the Kansas Uniform Securities Act. The counts included allegations of securities fraud, the selling of unregistered securities, acting as an unregistered agent and employing an unregistered agent.
