Commission approves yearly appointments

Cloud County board of commissioners approved appointing Commissioner Gail Engle as chairman for 2013 along with a number of other appointments for the coming year.
County depositories were designated as follows: Central National Bank, depository for county clerk and sheriff; The Citizens National Bank, depository for the county attorney; and United Bank and Trust, depository for the register of deeds. All banks in the county were designated as depository for the county treasurer.
The board approved a resolution designating the Concordia Blade-Empire as the official county newspaper for 2013 as well as a resolution for the waiver of generally accepted accounting principles (GAAP).
The following committee appointments for the year were approved:
Commissioner Johnita Crawford, North Central Regional Planning Commission, CloudCorp board of directors, JJA/Community Corrections Advisory Board; Convention and Tourism Board, Juvenile Detention committee.
Commissioner Gary Caspers, NCK Regional Homeland Security Council, Cloud County Resources Council.
Commissioner Gail Engle, Chemical Dependency Committee, Local Emergency Planning Committee (LEPC); and Alternate to Solomon Valley E-Waste Committee.
All commissioners will serve on the Solid Waste committee, Health advisory board and the sanitary code committee.
The board appointed county clerk Linda Bogart as Freedom of Information officer; Dr. Roger Warren, district coroner;Troy Shepard, maintenance manager, as ADA /Safety coordinator; and Justin Murdock, Cloud County representative on the Solomon Valley E-Waste committee.
On behalf of the Public Building Commission, commissioners approved payment of these invoices: Goldberg, Sullivan and McCrerey, $5,981.40; City of Concordia, $2,451.85; Zahner Hansen Construction Group, $477,161.39.
Robert Walsh, county attorney; Larry Uri, Concordia city manager; Sheriff Brian Marks; and jail administrator Amber Lindberg attended  Monday's board meeting to discuss the revised dispatch contract. No action was taken. Both parties will continue to gather information and meet again at a later date.
In highway department business, the board approved a revised road surfacing policy effective Jan. 14. Because of the increase in gravel prices, cost share for landowners was raised from $3.35 per ton to $4 per ton.
The board also approved two new hires in the highway department. Brent Trost was approved as an equipment operator to fill an open position effective Jan. 28, at a six month introductory wage of $12.22 per hour. Ronald Buckland was approved as a construction laborer to fill an open position effective Jan. 21, a $11.32 per hour.
Highway administrator Andy Asch reported limits have been implemented on Bridge #8310 (west of 150th on Camp Road) and Bridge #8331 (north of Camp Road on 160th Road) until repairs can be made to the bridges.
At the monthly meeting with department heads these county officials gave reports:
REGISTER OF DEEDS Judy Lambert presented information on the fees her office had collected last year and expressed some of her concerns regarding the CIC software and the conversion process.
CLERK OF DISTRICT COURT LeaDawn Throckmorton reported Debra Wright has been appointed new magistrate judge in Mitchell County, there is a new digital recording system in both court rooms and the highway patrol is now on the new electronic ticketing system.
JAA/Community Corrections director Ellen Anderson reported that as of July 1, the JJA and Community Corrections will be merging with the Department of Corrections.
MAINTENANCE manager Troy Shepard reported employees in his department have completed painting the public meeting room and are continuing with other routine maintenance projects.
IT director Jerry Collins reported all the CIC upgrades are complete and the departments are only using the AS400 for look-ups and that the county now has a temporary website and he is waiting for CIC to confirm who will be the host for the website so he can begin to build it. He also discussed the backup procedures for the county computer system.
SOLID WASTE director Justin Murdock reported the Transfer Station hauled 10 fewer loads in 2012 which calculated to a savings of approximately $12,000; and the Recycling Center shipped 392 tons of recyclables in 2012, which kept about 19 1/2 loads from going to the Transfer Station.
HEALTH administrator Diana Gering reported her department is out of flu vaccine and will not be re-ordering, Jessica Begnoche has been hired as a new home health RN, effective Jan. 21 and Rhonda Fraser has been hired as a new homemaker/home health aide effective Feb. 4 and  they will be hiring another RN to fill an open position.
HIGHWAY administrator Andy Asch reported that because of longtime employees retiring, he had hired two employees and his department now has a full crew.
SHERIFF Brian Marks reported two officers will be graduating from the Law Enforcement Academy in Hutchinson on Friday; the cells for the new Law Enforcement Center will be delivered this week and the number of prisoners booked into the jail increased in 2012 with a total of 720 bookings.
COUNTY CLERK Linda Bogart reported the filing deadline for the city/school general election is noon, Jan. 22, and a special question election will be held Feb. 26. She also reported that as of Jan. 1 anyone registering to vote in the State of Kansas for the first time will be required to provide proof of U.S. citizenship.
During regular session, Marlene Stamm, county sanitarian discussed licensure for contractors. Commissioners voted to no longer follow the wastewater contractor licensure agreement that was implemented by Rural Lakes LEPP. Stamm will continue to conduct contractor meetings annually.
Stamm reported she has had a request from Carol Lingo to cancel a permit that was issued by Rural Lakes because the problem has been corrected and the permit is no longer needed. The board approved allowing Stamm to cancel the permit.
In other matters the board
