Theft—Debra O’Toole, Concordia, reported at 9 a.m., Oct. 12, theft of property from her vehicle sometime over the weekend while it was parked in the 100 block of East 10th Street.
Arrests-Officers arrested Omar Jorge Esteban-Hernandez, 23, Concordia, at 7:15 p.m., Oct. 12, in the 1100 block of East 7th Street on a Cloud County warrant for failure to appear.
Officers arrested Terance Tieking, 52, Concordia, at 7:45 p.m., Oct. 12, in the 300 block of West 18th Street on a Russell County warrant for probation violation.
