PBS meets with county commissioners

Cloud County board of commissioners Monday conducted a joint meeting with the Public Building Commission—Brad Berk, Barbara Henry and Joshua Meyer.
Cloud County Health Center board member Phil Gilliland apologized to the PBC on behalf of the hospital board for not providing them with more information about the hospital's proposed project. He also presented background information on the hospital project and discussed the hospital's choice of building site and the project in general.
County attorney Robert Walsh discussed a meeting he and commissioner Gary Caspers attended last week at the hospital concerning its project. Joe Norton, Gilmore Bell, discussed by phone the procedures for calling an election and various options concerning the project.
The PBC members said they would like to have more information concerning the project before any decision is made. Gilliland said he would get them the information they requested.
The PBC approved payment of the following vouchers for the jail project: Zahner Hansen Construction Group, $785,303.46 and Goldberg, Sullivan and McCrerey, $10,128. 13. The building commission agreed to meet Friday in the commissioners room to review information provided on the hospital project.
In other business, the board approved signing the funding agreement with CloudCorp for 2013 in the amount of $55,000 to be used for economic development purposes. Presenting the agreement were Ben Retter, CloudCorp president; Lowell Thoman, vice president and Ashley McMillan, CloudCorp interim director.
Judy Lambert, register of deeds, and Sheryl Williams, county treasurer, discussed procedures for year-end processing and the changes that were caused by the new computer system.
The board decided all offices located in the courthouse will be closed to the public Dec. 31 to allow for year-end processing. All business transactions must be completed by the close of business Dec. 28. The Health Department, Road and Bridge, Transfer Station and Recycling Center will be open for business as usual on Dec . 31.
At the request of Andy Asch, highway administrator, the board conducted a five-minute executive session to discuss non-elected personnel.  Following the session, Asch presented a classification change for Todd LeDuc from construction laborer to truck driver to fill an open position which the board approved. With the classification change, LeDuc's wages will be raised from $11.32 per hour to $12.22 per hour.
Doug McKinney, North Central Regional Planning Commission; Sen. Elect Elaine Bowers; and Barry Porter, county appraiser discussed the KDOT Towers and the possibility of KDOT imposing a user fee per subscriber radio for any non-state agency radio that is using the state's 800mhz radio system. In the information provided it was indicated the cost could range from $100 to $400 annually per radio on the system.
Commissioners approved sending a letter to Secretary Mike King, KDOT opposing the implementation of an annual fee for using 800 mhz radios.
The group discussed legislation that was proposed regarding exemption on fixtures and equipment for small businesses.
Caspers reported he attended the KWORCC meeting in Topeka Dec. 13 where he was appointed to fill a one year unexpired term on the KWORCC board. He and Walsh attended a meeting with the hospital board Dec. 11. Commissioner Crawford attended the CloudCorp meeting Dec. 11. Commissioner Gail Engle reported he attended the  Solomon Valley E-Waste Coalition meeting Dec. 13 in Osborne and the Chemical Dependency Committee meeting Dec. 14. Justin Murdock, Solid Waste director, also attended the E-Waste meeting.
Commissioners made appointments to the following township boards: Jack Widen, Lincoln Township trustee; David Forshee, Lyon Township trustee; Jerry Jensen, Grant Township trustee; George Larson, Oakland Township trustee; and Linda Richard, Oakland Township treasurer.
In other matters the board
—discussed the county website with IT director, Jerry Collins.
—discussed various items with Arlene Clayton.
—received an update on the jail project from Tom Wierenga, Zahner Hansen Construction Group.
—approved signing a proclamation declaring December as National Drunk and Drugged Driver Awareness Month.
—approved signing an engagement letter with Lindburg, Vogel, Pierce, Faris for the 2012 county audit and for services in 2013.
—was host to the employee Christmas dinner from 11:30-1:30 p.m.
Adjournment was at 3 p.m.
The courthouse and county offices will be closed Dec. 24 and 25 in observance of the Christmas holiday. The board will have its end of year meeting Wednesday, Dec. 26.
