City makes temporary adjustments

 

The City of Concordia staff and commissioners continue to serve their residents through the COVID-19 pandemic, although temporary adjustments are being made in an effort to comply with Kansas Governor Laura Kelly's Executive Order 20-16, as well as Centers for Disease Control and Prevention and Kansas Department of Health and Environment requirements.
City Commission meetings are being held the first and third Wednesday of each month at 5:30 p.m. via Zoom video conference in an effort to comply with social distancing guidelines and governor's order.
The public is encouraged to attend the meetings. The links to the meetings are posted on the city's website, along with the commission agenda packet, on Friday afternoon prior to each meeting.
Meetings continue to be conducted in a formal format and meet the current Kansas Open Meetings Act (KOMA) requirements set forth by the Kansas Attorney General. Staff asks all patrons to review the video conference FAQ and Etiquette document posted on the city's website prior to attending the meeting.
The lobbies at City Hall and the Police Department remain closed to the public through April 19.  Staff continues to serve the public by answering questions through email and over the phone.
Inspections related to essential functions of the construction and housing industry, as defined by the EO 20-16 and the KEFF, continue to be performed. Contractors and residents of the house to be inspected will be asked health screening questions immediately prior to the inspection, and the practice of social distancing is expected during an inspection.
Water billings will continue during this time. Payment is expected and can be done online, by using the alley dropbox, or by mail. Please call City Hall at (785) 243-2670 to set up a payment plan if your income is severely limited due to a COVID-19 job loss. In accordance with the governor's Executive Order 20-05, water accounts will not be shut off for non-payment until May 1. Residents are encouraged to continue making utility bill payments during this time.
In an effort to limit exposure risk to city employees and community volunteers, and to focus limited labor resources on essential infrastructure maintenance, the Annual City-Wide Cleanup originally scheduled for April 20 through April 24 has been cancelled.
There will be no curbside pickup of any items by city staff.
Concordia residents are still encouraged to perform a spring cleanup of their properties on their own.  Contact the Cloud County Transfer Station and Champlin Tire Recycling prior to taking materials to them to confirm hours of operation and any limitations. Nuisances will continue to be enforced.
Concordia City Code Section 4-110 requires licensing of dogs. Dog licenses will be issued for free during the month of April. Please submit a copy of your current rabies certificate to City Hall via the dropbox in the alley, or you can mail it to Concordia City Hall, 701 Washington, Concordia KS 66901.  Once processed, city staff will mail the dog tag to you. Be sure to include your mailing address and phone number with the rabies certificate.
Due to limited labor resources during this time, requests for water service to be turned on or shut off will only be processed on Monday through Thursday between the hours of 8 a.m. and noon. Please allow 24 hours to process these requests.
No decisions will be made about city-sponsored summer programming until May 1. This includes baseball, softball, T-ball, Summer Playground, and opening of the swimming pool. Applications are still being accepted and interviews are still being conducted for seasonal workers. However, no hiring will occur until a decision is made about summer programming. Registrations for baseball, softball and T-Ball are being accepted. Payments will be held until a decision is made about summer programming.
