County board approves employment agreement

The Cloud County board of commissioners approved the 2020 employment agreement with department heads during its regular meeting on Tuesday.
The employment agreements approved include:
Andy Asch, Highway Department administrator, $43,818, and Weed director, $14,000; Henry Eilert, Maintenance manager, $16.50 per hour; Brandi Bray, Health Department administrator, $50,021.12; Mike Hake, Solid Waste director and Recycling director, $47,470; Jerry Collins, IT director, $17.22.
Also during the meeting, the board approved Bill Czpanskiy as temporary Emergency Preparedness director effective January 4 until the position is filled.
Brent Gering, who was hired as the Emergency Management Coordinator in October, resigned, effective January 3, in December.
Bray met with the board and discussed replacing additional rooftop HVAC units, the difference the ones already installed have made and the possibility of CASA receiving a grant to replace one unit that services its area in the Health Department building.
The board approved a request to encumber funds for the Health Department for $19,000 for three rooftop units and $12,000 for vehicle replacement.
Asch discussed the cost difference of milling three or five inches for a seven-mile stretch of road from Ames to Aurora R on the Ames/Miltonvale blacktop. The work is expected to start in May.
Eilert reported to the board that he is waiting on quotes to replace the snow blower engine. He asked about working Saturdays to strip and wax the floors at the Courthouse.
The board discussed issues and improvement items needed with Eilert.
Hake reported to the board that 88,123 tons of cardboard had been sold in two loads. He and County Clerk Shella Thoman discussed with the board how Solid Waste, Election and Emergency Preparedness could work together in using an enclosed trailer.
The board approved a request to encumber $1,800 from the County Election and Solid Waste budgets, $3,600 total, to purchase an enclosed trailer.
A request to encumber $19,500 from the County Appraiser's budget for 2019 to be used for a replacement vehicle was approved.
The board approved signing a property relief application for the 2019 tax year for Shawna and Chris Huggans, 1349 North 144th. Road, Concordia, due to a fire.
A classification change for Benjamin Runnels from part-time to full-time corrections officer at a rate of $12.50 per hour, effective December 8, was approved.
The board approved payroll deductions and benefits totaling $195,442.28 and the following payroll expenses totaling $155,991.80:
General Fund, $84,130.68; Road & Bridge, $43,486.55; Appraisal, $5,041.57; County Health, $15,811.98; Noxious Weed, $1,676.46; Election, $1,470.32; Solid Waste, $4,374.24.
