County commission hears budget requests

The Cloud County board of commissioners received several budget requests for the 2021 fiscal year during its regular meeting on Monday.
Departments presenting budget proposals to the commission, the proposed 2021 budget and the 2020 total budget include:
Noxious Weed, $212,104, $211,504; County Attorney, $195,000, $198,142; County Clerk, $112,712, $111,876; Election, $117,956, $129,136; Solid Waste, $1,554,764, $1,554,764; Recycling, $115,809, $110,809; County Treasurer, $119,382, $117,145; Mental Health, $87,290, $87,290.
James Quillen, Emergency Preparedness director, and Brandi Bray, Cloud County Health Department director, met with the board and reported on the revised Emergency Public Health Order.
It was also reported to the board that the Local Emergency Planning Committee meeting will go back to once a month, Emergency Support Functions are being reviewed, ESF-8 meetings are now weekly and have moved from recover to response mode, and that the county is waiting on a $5,000 grant due from Blue Cross Blue Shield, due to having a fifth positive case of COVID-19.
Andy Asch, Highway Department administrator, reported to the board that Coughlin will be in next week for repairs on the Ames/Miltonvale Road, work would be done through Ames on Monday.
Asch also presented tire bids of $21,398.93 from Budreau Muffler and $9,594.32 from Kansasland Tire for a total of $30,993.25.
Bids were awarded to Budreau Muffler for grader tires and Kansasland for truck tires.
Marlene Stamm, County Sanitarian, presented a quarterly report to the board that included four final inspections, four initial inspections and seven real estate inspections. She also discussed increasing fees.
Stamm said that if Clay, Marshall and Washington counties are in agreement fees will increase from $100 to $150 for private wastewater permits for modification or major repairs; real estate inspection – wastewater lagoons from $100 to $200; real estate inspections – holding tanks from $50 to $200; and private water supply (well) from $75 to $85.
Jeff Reece, Lindburg Vogel Pierce Faris Chartered, visited with the board about information needed to report for the annual audit.
The board approved the hirings of Spencer J. Edwards and Claudia M. Laverde as full-time corrections officers at a rate of $15.12 per hour effective May 26, to fill open positions.
A capital outlay request from IT for $2,395.99 for one MS Surface Book 3 for the added position in the health department was approved by the board.
The board approved appointing Jennifer O'Hare as acting County Attorney for the purpose of investigation of possible criminal acts because of a conflict of interest.
Payroll deductions and benefits totaling $64,750.93 were approved.
The board approved the following payroll expenses totaling $153,555.52:
General Fund, $79,097.46; Road & Bridge, $44,927.98; Appraisal, $5,216.77; County Health, $16,093.05; Noxious Weed, $1,726.46; Solid Waste, $4,994.37; Election, $1,499.43.
