Five people arrested in three separate incidents

Five people were arrested on drug-related charges by Concordia Police Department Officers in three separate incidents over the weekend.
At 2:55 Friday, officers were called to 140 East College Drive to investigate a hit and run accident.
Investigation into the hit and run led officers to the 800 block of Matthew Street, where the suspected hit and run vehicle, which had been reported stolen out of Saline County, was located.
The investigation at the second scene led to the arrest of Sheena Carter, 34, Concordia, on charges of distribution of a stimulant, possession of drug paraphernalia and possession of marijuana.
Laura Collette, 20, Concordia, was arrested on failure to report and accident, possession of a stimulant and possession of drug paraphernalia.
The Cloud County Sheriff's Department assisted in the investigation of the incident, and has charges pending against several individuals.
At 12:30 p.m. Sunday, Concordia Police Department officers arrested Noah Q. Rice in the 600 block of Broadway Street. He was charged with possession of a stimulant, possession of marijuana and possession of drug paraphernalia and transported to the Cloud County Law Enforcement Center.
During a traffic stop in the 100 block of East 12th Street at 6:55 p.m. Sunday, Concordia Police Department officers arrested Jonathon Capaccio, 32, Concordia. He was charged with possession of a stimulant, possession of marijuana and possession of drug paraphernalia.
Also arrested was Terri Hemenway, 32, Concordia. She was charged with possession of a stimulant, possession of marijuana, possession of drug paraphernalia and driving under the influence of marijuana.
Both suspects were transported to the Cloud County Law Enforcement Center.
