Two development agreements and a lengthy discussion about membership fees for the proposed Community Activity Center were the main issues at a special meeting of the city commission held on Tuesday, October 21.
The meeting began with an executive session with the city commissioners, city manager Amy Lange, city attorney Justin Ferrell, CloudCorp executive director Tim Beims, Brooke Oman, and Levi Oman via Zoom to discuss confidential business matters. The meeting lasted 15 minutes. No action was taken.
Commissioners then voted unanimously to approve a development agreement between the City and Levi and Brooke Oman for the construction of a new home in Lot 2, Block A of the St. Joseph subdivision.
Commissioners met in a second executive session with Lange, Farrell, Beims, Clay Teel and Kristin Teel to discuss confidential business matters. The meeting lasted 12 minutes. No action was taken.
Commissioners then voted unanimously to approve a development agreement between the City and Clay and Kristin Teel for the construction of a new home in Lot 3, Block A of the St. Joseph Subdivision.
Commissioners then engaged in a lengthy discussion with Lange, and Brenda Gilliland and Laurie Deal, regarding aspects of the proposed Community Activity Center. A proposal to use a one-percent special purpose retailers’ sales tax to help fund the facility is on the November 4 ballot.
No action was taken after the discussion, but commissioners did reach a consensus that residents of the community, and perhaps even residents of the 66901 area code, would have free access to the facility while the one-percent sales tax was in place.
Commissioners also reached a consensus, but with no action taken, that individuals or families that use the facility would be charged a one-time fee (perhaps in the $5-$15 range) to have a lifetime electronic identification card or key fob to access the facility. If the ID card or fob was lost, there would be a fee to replace it.
With no further items on the agenda, the meeting adjourned at 6:46 p.m.
