Regular session of the April meetings of the Cloud County Board of Commissioners was called to order at 9:00 a.m. on April 7, 2025, in the Commissioners’ room at 811 Washington, Concordia, Kansas, with Chairman Michael Cleveland, Members Dannie Kearn and Ron Copple, and County Clerk Shella Thoman present.

County staff attending was: Rod Michaud, Highway / Weed Administrator; Mike Hake, Solid Waste Director; and Ken Davis, Sheriff.

Others attending: Tim Beims, CloudCorp Executive Director; Ryan McMillan; and Julie Willoughby, DVACK.

Rod Michaud, Highway / Weed Administrator, reported that he has completed the certification for Commercial Pesticide Application and they will start patching this week.  Received bids for the Weed Department roof replacement from Geisler’s Roofing ($10,501.19), Bill’s Roofing ($18,456.18) and Reese Construction ($15,417.50).

Julie Willoughby, DVACK, presented a proclamation for Sexual Assault Awareness month and reported that within DVACK’s 7 county catchment area, served by the Concordia office, 11 incidents of rape were reported, yet only 2 arrests were made during 2023.  The statistics highlight the need for stronger enforcement of justice, better support for survivors and improved law enforcement response to sexual violence.

On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board approved proclaiming the month of April 2025 as Sexual Assault Awareness month.

Tim Beims, CloudCorp Executive Director, discussed the value created by the Get in the Cloud grants.  Between 2014 and 2024 sixty-seven projects were funded and increased the property tax valuation on average $25,000.

Mike Hake, Solid Waste Director, continued the discussion of adding the Solid Waste fees to the tax statement, removing the fees from the City’s water billings and the rural mailing. Reported that a replacement back-hoe is estimated at $153,000 and the value of the current machine for trade is $50,000.  The Board agreed to move forward with the extended warranty on the current machine.  Hake will be meeting with Schilling Construction this week to discuss the Solid Waste entrance road.

Shella Thoman, County Clerk, reported that she was preparing the 2026 payroll budget worksheets with a 3% increase, discussed the evaluation and level changes and FMLA.

On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board approved Resolution 2025-11 voiding check #221641 on March 24, 2025, in the amount of $64.75 to Farm Country Ford as the vendor returned the check due to a credit (points) used for the service.

The Board reviewed the Budget Status report and Fund Status Report as of March 31, 2025, with an ending cash balance of $14,276,676.30.

Commissioner Cleveland attended the Clyde City Council meeting on Tuesday, April 1.  The Board attended the Regional Highway meeting in Salina on April 2.

On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board approved the March 31, 2025, minutes as presented. 

On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board adjourned at 12:10 p.m., until Monday, April 14, 2025.
