UNOFFICIAL PROCEEDINGS
Regular session of the April meetings of the Cloud County Board of Commissioners was called to order at 9:00 a.m. on April 14, 2025, in the Commissioners’ room at 811 Washington, Concordia, Kansas, with Chairman Michael Cleveland, Members Dannie Kearn and Ron Copple, and County Clerk Shella Thoman present.
County staff attending: Rod Michaud, Highway / Weed Administrator; Mike Hake, Solid Waste Director; Tonya Sulanka, Health Department Administrator; JoDee LeDuc, Treasurer; and James Quillen, Emergency Preparedness Director.
Others attending: Carol Torkelson, NCRPC (by conference call)
Carol Torkelson, Community Development Assistant with the North Central Regional Planning Commission, presented an updated bid for the Durusseau project.
On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board approved the quote revision from Holidale at $79,697.04 for the Durusseau CDBG-CVR project.
Rod Michaud, Highway / Weed Administrator, discussed purchasing a motor grader, reported that the bid for the Weed Department roof was an additional $1,162.50 for the higher quality materials. Michaud will move forward to accept the bid and replacement of the roof. Reported that Schilling will begin work on Noble Road late in the week and tire bids were due April 25th. Four employees will attend training on the Distributor. The Board asked Michaud to get an updated bid on Quail Road between 160th and 165th and extending the pavement.
Mike Hake, Solid Waste Director, reported that the cost for a 2-inch overlay on the Transfer Station Road is $86,400. The Board agreed to move forward while Shilling is working in the area. Hake reported that 42,399 lbs. of cardboard was sold at $110 a ton. The Board continued the discussion of moving the Solid Waste fees from a monthly billing on City Water bills and bi-yearly billing for rural residents to the tax statement.
Tonya Sulanka, Health Department Administrator, reported the office staff was attending classes for CPR Recertifications, staff has or will be attending the Home Health Spring Clinical Conference, Kan-B-Health training and the Billing Symposium. Bike Rodeos are scheduled for May 3rd in Miltonvale, May 17 in Jamestown and May 31 in Clyde. Bike helmets are available while supplies last and there will be drawings, prizes and games. Participants can pre-register with the Health Department. May 7 is Bike To School Day event. They will be handing out free helmets and presenting bicycle safety. The Health Department has free hand sanitizer available and is collecting new box fans. The Crisis pantry is low on supplies and appreciates any donations. Donations can be dropped of at the Health Department or the County Clerk’s Office. Discussed a quote for computers for the Department and the Public Health Infrastructure grant.
On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board approved a 5-minute executive session for personnel exception to discuss non-elected personnel resuming open session at 11:01 a.m., including Sulanka and Thoman.
James Quillen, Emergency Preparedness Director, reported that he would be assisting Republic County with an exercise this week and assisting the Sheriff’s office with a grant for cameras.
JoDee LeDuc, County Treasurer, presented a report on the Tax Foreclosure sale and discussed an incident that occurred last week. The tax foreclosure sale sold 29 of the 33 properties; the total collected was $129,255.
The Board approved the following payroll expenses totaling $197,836.81

Commissioner Copple attended the North Central Regional Planning Commission meeting on Thursday, April 10, in Beloit. Commissioner Cleveland attended a Cloud Corp Meeting on Thursday, April 10. All Commissioners attended the Regional Commissioners meeting on Wednesday, April 9.
On a motion by Commissioner Kearn, second by Commissioner Copple, by unanimous vote the Board approved the April 7, 2025, minutes as presented.
On a motion by Commissioner Copple, second by Commissioner Kearn, by unanimous vote the Board adjourned at 12:02 p.m., until Monday, April 21, 2025.
