OFFICIAL PROCEEDINGS
Regular session of the April meetings of the Cloud County Board of Commissioners was called to order at 9:00 a.m. on April 21, 2025, in the Commissioners’ room at 811 Washington, Concordia, Kansas, with Chairman Michael Cleveland, Members Dannie Kearn and Ron Copple, and County Clerk Shella Thoman present.
County staff attending was: Rod Michaud, Highway / Weed Administrator; Mike Hake, Solid Waste Director; Tonya Sulanka, Health Department Administrator; JoDee LeDuc, Treasurer; Ken Davis, Sheriff; Kim Winsett, County Appraiser; James Quillen, Emergency Preparedness Director; Jana Roush, Register of Deeds; Jeff Thoman, Maintenance Manager.
Others attending: Casey Fraser, Foley Equipment.
Rod Michaud, Highway / Weed Administrator, and Casey Fraser, Foley Equipment, discussed purchasing a 2020 motor grader. Extended warranty would be an additional $3,700 - $3,800.
On a motion by Commissioner Copple, seconded by Commissioner Kearn, the Board unanimously approved signing the sales agreement with Foley Equipment for a 2020 140-13AWL Motor Grader for $178,970.00, with a warranty add-on at an additional cost; and allowing County Clerk Shella Thoman to sign the loan paperwork.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the Board unanimously approved hiring Perry Pearce and Danny Lahodny as part-time mowers at the Highway Department at Level NP1, effective April 21, 2025.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the Board unanimously approved the construction agreement with Shilling Construction for Rock Road to the curve on Quail Road.

Mike Hake, Solid Waste Director – Will be closing a couple days for work on the Transfer Station Driveway.
James Quillen, Emergency Preparedness Director — Finishing up projects, will be attending a cybersecurity training this week, needs to develop a checkout system for Emergency Preparedness equipment.
Jana Roush, Register of Deeds – Has been a really busy April.
Ken Davis, Sheriff – Needs to have some work done on the emergency lane at the Law Enforcement Center (LEC).
Rod Michaud, Highway / Weed Administrator – Started spraying and patching roads. Work on Noble Road has begun.
Jeff Thoman, Maintenance Manager - Moving offices around on the 2nd floor, ready for the air conditioning and will start working on the memorial ball.
JoDee LeDuc, Treasurer – Discussed the procedure and timeline of the next tax foreclosure sale.
Tonya Sulanka, Health Department Administrator – Bike Rodeos will be in Jamestown, Clyde and Miltonvale in May. Received a $500 grant for bike helmets and a grant from Delta Dental for 200 toothbrush kits. Working on the Workforce Development Grant. Auditor will be here May 13 and 14.
Kim Winsett, County Appraiser – The appeal time has expired. New hire started and has passed his first class; office staff are attending additional classes. Realignment will start next month.
Shella Thoman, County Clerk – Emails need to be cancelled when setting up a new employee. Cloud County is in 1st place in the Kansas Gives Back Challenge; 7 employees have accumulated 103 ½ hours. Auditors will be here the week of May 12.
Ron Copple, Commissioner – Send any information that will be presented at the meeting to Shella prior to the meeting so it can be sent to the Commissioners and reviewed.
Dannie Kearn, Commissioner - Three years of capital outlay need to be turned in with the 2026 budget request that is due May 1.
Michael Cleveland, Commissioner – Evaluations should be completed and sent to Shella, to check over the wage levels before being submitted.
On a motion by Commissioner Copple, seconded by Commissioner Kearn, the Board unanimously approved a 5-minute executive session for personnel exception to discuss non-elected personnel resuming open session at 10:31 a.m., including Sheriff Ken Davis and Thoman.
The board approved the classification of Olivia Beikmann and Dustin Lindley from Corrections Officer I (E4) to Corrections Officer II (H4) effective April 6, 2025
The Board recessed for the LEPC meeting from 11:30 a.m. – 12:30 p.m., toured the Health Department from 1:00 – 2:00 and looked at the emergency drive at the LEC until adjournment.
On a motion by Commissioner Copple, seconded by Commissioner Kearn, the Board unanimously approved the agreement with Michael A. Montoya for legal matters.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the Board unanimously approved moving the Solid Waste billing for City and Rural properties to a special tax assessment on the yearly tax statements.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the Board unanimously approved accepting the bid from Shilling Construction for the Cloud County Transfer Station drive at $86,400.
On a motion by Commissioner Copple, seconded by Commissioner Kearn, the Board unanimously approved distributing $304,500 of Wind Farm funds to:

Commissioner Copple attended the Cloud County Resource meeting on Tuesday, April 15.
Commissioner Cleveland attended a meeting regarding the Hydrogen testing with Cloud Corp on Tuesday, April 15. Commissioner Kearn attended the Juvenile / Community Corrections Advisory Board meeting and the Courthouse safety meeting on Wednesday, April 16.
On a motion by Commissioner Copple, seconded by Commissioner Kearn, the Board unanimously approved the April 14, 2025, minutes as presented.
On a motion by Commissioner Kearn, seconded by Commissioner Copple, the Board unanimously voted to adjourned at 2:37 p.m., until Monday, April 28, 2025.
