County commission minutes

Regular session of the January meetings of the Cloud County Board of Commissioners was called to order at 9:00 a.m. on January 15, 2024, in the Commissioners’ room at 811 Washington, Concordia, Kansas, with Chairman Gary Caspers, Members Michael Cleveland and Ron Copple, and Deputy County Clerk Cathy Davis present.
County staff attending was: Tonya Sulanka, Health Department Administrator; James Quillen, Emergency Preparedness Director & Andy Asch, Highway Administrator, by phone.
James Quillen, Emergency Preparedness Director, discussed the Memorandum of Understanding for tower usage and is getting additional information per the commissioners' request; also is scheduling various exercises throughout the year.
Tonya Sulanka, Health Department Administrator, is working on grants; miscellaneous employee matters; looking into purchasing new laptops; driveway matters; Medicare payments; and various meetings she will be attending throughout the year.
Andy Asch, Highway Administrator, by phone, discussed road conditions and equipment repairs.
On a motion by Commissioner Cleveland, second by Commissioner Copple, unanimous vote the Board approved the purchase, for the Recycle Center, a 2024 Cat skid steer loader Model 262D3 from Foley Equipment for $51,777, adding Powertrain and Hydraulics warranty, 84 months, 2000 hours for an additional $500.00.

General Fund – $74,004.98        Health - $39,389.45    
Road & Bridge - $82,431.60        Noxious Weed - $10,568.67
Juvenile Justice – $7,045.11        Election - $218.06
Juvenile Reinv. Grant - $504.16    Solid Waste - $23,591.39
Community Corrections – $7,686.53    Tourism - $3,441.86    
Appraisal - $615.09            Court Services - $333.27
Employee Benefits - $53,729.00    DARE Sheriff - $211.31

On a motion by Commissioner Cleveland, second by Commissioner Copple, unanimous vote the Board approved abatements 2024-007 thru 2024-010 and 2024-012 with a net change of $415.92 and refund of $21.59.
Commissioner Cleveland attended the hearing on restoring LAVTR, on January 11, 2024, in Topeka.
On a motion by Commissioner Cleveland, second by Commissioner Copple, unanimous vote the Board approved nominating Commissioner Gary Gaspers as the 2024 Chairman and Commissioner Ron Copple as Vice Chairman.
On a motion by Commissioner Copple, second by Commissioner Cleveland, unanimous vote the Board approved the Letter of Support for Cunningham Communication’s ADOPT Grant Application as presented.
On a motion by Commissioner Copple, second by Commissioner Cleveland, unanimous vote the Board approved the January 8, 2024, minutes as presented.  
On a motion by Commissioner Copple, second by Commissioner Cleveland, unanimous vote the Board adjourned at 10:12 a.m., until Monday, January 22, 2024.
