Change order for jail project approved by board

The Cloud County Commission approved a change order in the amount of $189,731.61 for accumulated labor related to the remedial construction work ongoing at the Cloud County Law Enforcement Center in Concordia.
The commissioners also heard updates on the project's progress from Eric Johnson with Campbell & Johnson of Concordia, who is acting as prime consultant on the project, during their regular meeting on Monday.  
The county commission voted last summer to approve a contract/owner agreement with Budreau Construction, Inc. of Clyde for remedial construction work to the Cloud County Law Enforcement Center. Budreau Construction is serving as the general contractor on the project, while Hood Heating Air Plumbing Electric of Concordia is the mechanical and electrical contractor.  
The pay requests and change order logs were presented to the commissioners on Monday. The original contract price was for $944,064. Seven change orders totaling $1,977,622.09 bring the total cost of the contract to $2,921,686.09.
Johnson told the commission to expect at least one more change order for accumulated labor before the project is complete.
In June 2021, the commissioners voted to accept a proposal for mechanical, electrical, plumbing and fire protection engineering services for the Cloud County Law Enforcement Center from Orazem & Scalora Engineering, P.A., (OSE) of Manhattan.  Deficiencies in the original design and build are being documented for potential reimbursement from the original surety bond.
"At the end of the month, we'll have most everything done. They just have to have the control people and the rooftop manufacturer's representative in place to get everything balanced on the rooftop unit so that everything's working the way it's designed to work," Johnson told commissioners on Monday.  "They will show up the first week of July. Between the end of June and the second week of July, there will be a lot of cleaning up that needs to be done -- buffing the floors, shampooing the carpet and replacing carpet squares that were bad."
Johnson said the only logistical impact remaining stems from a delay in the timely delivery of components in the building's smoke control system, which is designed to keep smoke from a fire from migrating to a lower pressure area within the building. Parts that were expected to be shipped in early-June have been delayed until mid-September, at the earliest, which will hold up the installation of the smoke control system.
In order to receive a temporary 60-Day Certificate of Occupancy and return to housing inmates in Cloud County again, the Cloud County Law Enforcement Center is working closely with the Concordia Fire Department to implement a fire watch until the smoke control system is activated.
A fire watch is a short-term, emergency measure intended to provide an acceptable level of life safety in a building that has an impaired fire safety system. A fire watch is a compensatory measure only.  It is intended to allow continued occupancy of a building or facility that may not be safe for building occupants during the time period required for implementing appropriate changes or repairs. The purpose of the fire watch is to check all areas of the building at least hourly for fire/life safety emergencies and then to alert the facility occupants to take appropriate action as early as possible.
The facility's fire detection system and sprinkler system have been installed and will be fully functional during this time.
The fire watch will include all areas of the Cloud County Law Enforcement Center that are affected by the impairment. Special attention will be paid to storage areas, janitor closets, attics, utility spaces, and other normally unoccupied areas.
The responsibilities of fire watch personnel include performing constant patrols of the premises to keep watch for fires, reporting all fires to the 911 Dispatch Center, maintaining a means of communication with the 911 Dispatch Center, and recording actions during fire watch.
