Change order for jail project approved by county board

As remedial repairs of the Cloud County Law Enforcement Center in Concordia's North Development continue, the Cloud County commission approved a fifth change order for the project during their regular meeting on Monday, April 11th.
The county commission voted last summer to approve a contract/owner agreement with Budreau Construction, Inc. of Clyde for remedial construction work to the Cloud County Law Enforcement Center. The original contract price was for $944,064. Change orders totaling $1,234,516.71 bring the total cost of the contract to $2,178,580.71.
The latest change order in the amount of $75,179.71 is for additional custom small ductwork, fittings, sheet metal, duct insulation, plumbing fittings and miscellaneous items, gas piping, conduit and wiring, and breakers that are needed to complete remedial work that was not included within the original bid.
According to the change order submitted by Mark Budreau with Budreau Construction, Inc., these items were not included in the contractor's bid mainly due to the unknown nature of the existing equipment arrangement above the ceiling. Custom ductwork had to be measured and made after units and other items were identified. This also involved the custom routing of electrical and plumbing to facilitate the custom ductwork.
Members of the County Commission visited the site of the Cloud County Law Enforcement Center on Monday to inspect the remodel of the property.
In November 2020, the County Commission voted to approve a technical services agreement between the board and Campbell & Johnson to inspect, evaluate, prepare documents and observe the remedial repairs of the jail. According to the contract, Campbell & Johnson will inspect the Cloud County Law Enforcement Center, evaluate the prior construction of the facility, prepare documents for remedial repairs of the facility by a contractor, and act as Cloud County's representative to observe the remedial repairs of the facility by the contractor.
In April 2021, Eric Johnson with Campbell & Johnson made public the Request for Proposals for the repair work, with a deadline of May 6, 2021.
No bids were received.
Four days later, following multiple executive sessions, the County Commission requested Johnson start the process of working with a contractor to move forward with the repairs at the Law Enforcement Center.
In June 2021, the commissioners voted to accept a proposal for mechanical, electrical, plumbing and fire protection engineering services for the Cloud County Law Enforcement Center from Orazem & Scalora Engineering, P.A., (OSE) of Manhattan in the amount of $47,300. Budreau Construction will serve as the general contractor on the project, while Hood Heating Air Plumbing Electric will be the mechanical and electrical contractor. Campbell & Johnson Engineers, P.A., of Concordia will act as the prime consultant.
No estimated date of completion has been announced.
Deficiencies in the original design and build will be documented for potential reimbursement from the original surety bond.
