City commission approves bid for building demolition

The acceptance of a tabled bid for the demolition of the properties located at 830 West 11th Street, and updates to the city's Uniform Public Offense Code and Standard Traffic Offenses, were part of the regularly scheduled meeting of the Concordia city commission on Wednesday.

The city intends to demolish the three-story commercial building with a garage and the one-story residential building located at 830 West 11th St. The property is currently owned by the Concordia Land Bank and is expected to be redeveloped into new single-family homes.

A bid letting was held, and Smith Construction of Scottsville was the low bidder in the amount of $207,680. However, further action on the project was tabled at the city commission meeting on July 5, when it was discovered that asbestos may be in the wall heater pipe insulation, and further clarification was needed for the disposal of the floor and concrete.

It has since been confirmed that the Cloud County Transfer Station can accept the concrete with floor tile attached provided it is disposed in the construction debris pit. A new pit is not needed. Additionally, a sample of the wall heater pipe insulation has been sent to a lab. If it contains asbestos, this friable material will need to be removed by the city prior to demolition.

City commissioners approved the bid of Smith Construction for $207, 680, to be paid from the city reserves. The original start date of August 1, 2023, and a completion date of September 20, 2023, will be delayed approximately one month due to the additional asbestos abatement.

In other action, commissioners approved Ordinance 2023-3202 which updated the city's Uniform Public Offense Code (UPOC), and Ordinance 2023-3203 which updated the city's Standard Traffic Offenses.

City attorney Justin Ferrell stated that the updates were minor and are done annually to both the UPOC and Standard Traffic Offense, which must be notated on the local level.

With no further action on the agenda, the meeting adjourned at 6:22 p.m.

Following the adjournment, a meeting of the Concordia Land Bank was held, and the board members approved the sale of 429 East Second Street and 435 East Second Street to Brandon Snavely and Jessica Tripp.

The lots were purchased for the purpose of placing a mobile home on the property. The property is in the Flood Plain, and the new owners must obtain proper permits and ensure that the mobile home meets certain requirements, including its elevation and clearances of potential flood waters.
