Commission handles personnel matters

The Cloud County board of commissioners approved a resolution appointing James Quillen as Emergency Management Coordinator for Cloud County, effective February 24, 2020, during its regular meeting on Monday.
In other personnel matters addressed during the meeting, the commission accepted the resignation of Misty Ratliff, Breast Feeding Pure Counselor, effective March 5, and approved the hiring of Jaden Whitesell as a part-time Corrections Officer at a rate of $13.00, effective March 2, to fill an open position.
The commission approved a resolution appointing Jennifer O'Hare as acting County Attorney for the purpose of investigation of possible criminal acts arising out of criminal inquisition, because of a potential conflict of County Attorney Rob Walsh.
Kim Spring, Niki Henderson and Tony Miller from North Central Kansas CASA met with the board and presented a proclamation for Child Abuse Prevention Month.
The board proclaimed April as Child Abuse Prevention Month and recognized the important role CASA volunteers have in advocating for the best interests of abused and neglected children in Cloud County.
A request for capital outlay funds from the IT Department in the amount of $3,735.56 to purchase one Microsoft Surface Book, one HP mini computer and 1 Epson DS-320 scanner was approved the board.
Andy Asch, Highway Department administrator, met with the board and discussed trading an excavator and purchasing a replacement for a trade price of $124,600. The board approved moving forward with the purchase.
Brandi Bray, Health Department administrator, reported to the board that the roof on the building was being replaced and discussed the approval of a new childcare/licensing position.
Jody Stout, Globe Life – Family Heritage Division discussed products her company offers, that can be made available by payroll deductions or direct pay, with the board.
No decision was made by the board on payroll deductions. Employees can request information from their department heads for direct pay.
The board met with department heads during the meeting.
Payroll deductions and benefits totaling $67,180.80 were approved by the board.
The board approved the following payroll expenses totaling $158,467.97:
General Fund, $85,385.62; Road & Bridge, $43,618.14; Appraisal, $5,216.77; County Health, $16,392.74; Noxious Weed, $1,726.46; Election, $1,508.07; Solid Waste, $4,620.17.
