County board approves agreement with engineers

The Cloud County board of commissioners, during its regular meeting on Monday, approved a technical services agreement with Campbell & Johnson, Engineers, PA to oversee the necessary repairs at the Cloud County Law Enforcement Center.
Eric Johnson, Campbell & Johnson, presented the revised agreement to the board.
Johnson, Tom Richard and Brad Berk discussed the project with the commissioners. Sections of the roof and insulation will be removed, replaced and resealed prior to the end of each work day to accommodate the inmates.
Campbell & Johnson will evaluate the prior construction of the facility, prepare documents for remedial repairs of the facility by a contractor and act as the county's representative to observe remedial repairs by the contractor.
Also during the meeting, the board approved awarding Community Block Grant Coronavirus Response Supplement (CDBG-CV) funds in the amount of $11,094.67 to the Cloud Community Bar & Grill, 201 East Main St., Glasco.
Cloud County received $132,000 in CDBG-CV funds to help local businesses impacted by the COVID-19 pandemic.
Cloud County Health Department administrator Brandi Bray met with the commission and discussed the recent surge in COVID-19 cases in the county and the strain it is placing on the area hospitals and health care workers.
Following a lengthy discussion on a possible mask mandate and the overwhelmed health care system, the board approved a resolution supporting the public health efforts to mitigate disease spread within Cloud County.
The resolution was presented to the county for consideration by the city of Concordia. It was also approved by the Unified School District 333 board of education on Monday night and the Concordia city commission on Tuesday night.
Bray also discussed possible additional pay for the 417 extra hours that she has worked since the start of the pandemic.
The county acquired an ELC grant, totaling $21,543.29, to cover hours and other payroll expenses.
The commission approved additional compensation for Bray of $16,569.90 for the calendar dates March 1 through November 7 to be paid using the grant funds.
Cloud County Clerk Shella Thoman reported to the board that she had received a $5,000 grant from the Center for Tech and Civic Life to be used for the purpose of planning and operating safe and secure elections in the county.
During the department head meetings, Thoman reported to the board that the election went well. The canvass of the ballots will be next Monday.
The board approved the reclassification of the CARES funding to include the purchase of Champ software, election mail ballot envelopes, election postage and Emergency Operations Center enhancements, totaling $3,326.40.
The hiring of Jolene Pfeil as an administrative assistant for the County Attorney's office at a rate of $15.88 per hour, effective November 9, was approved by the board.
The board approved matching the total of $215 raised by the employee pumpkin decorating contest using Wind Farm funds. The funds will be donated to the Cloud County Resource Center.
