County board approves contract for work at jail

The Cloud County board of commissioners voted Monday to approve a contract/owner agreement with Budreau Construction, Inc. of Clyde for remedial construction work to the Cloud County Law Enforcement Center.
The signed agreement is for the acquisition of the long-lead materials and equipment, prepared by Mark Budreau of Budreau Construction, at a guaranteed not-to-exceed amount of $944,064. According to Budreau, lead time on all the materials identified for the project range from 8 to 14 weeks.
The agreement says the actual cost of the remedial work will be incorporated in one or more future change orders.
In November 2020, the Cloud County Commission voted to approve a Technical Services Agreement between the board and Campbell & Johnson to inspect, evaluate, prepare documents and observe the remedial repairs of the jail. According to the contract, Campbell & Johnson will inspect the Cloud County Law Enforcement Center, evaluate the prior construction of the facility, prepare documents for remedial repairs of the facility by a contractor, and act as Cloud County's representative to observe the remedial repairs of the facility by the contractor.
In April 2021, Eric Johnson with Campbell & Johnson made public the Request for Proposals for the repair work, with a deadline of May 6.
No bids were received.
Four days later, following multiple executive sessions, the county commission requested Johnson start the process of working with a contractor to move forward with the repairs at the Law Enforcement Center.
In June 2021, the commissioners voted to accept a proposal for mechanical, electrical, plumbing and fire protection engineering services for the Cloud County Law Enforcement Center from Orazem & Scalora Engineering, P.A., (OSE) of Manhattan in the amount of $47,300.
Budreau Construction will serve as the general contractor on the project, while Hood Heating Air Plumbing Electric will be the mechanical and electrical contractor. Campbell & Johnson Engineers, P.A. of Concordia will act as the prime consultant.
According to the proposal, OSE will design HVAC improvements for the building. The HVAC design scope will include removal of the split air conditioning systems and energy recovery ventilators. New HVAC equipment will be connected to the existing building temperature controls system or a new temperature controls system will be designed as deemed appropriate by the design team.
All building envelope deficiencies related to insulation values, vapor barriers, and thermal breaks will be corrected as a part of this project. This work will not be included in OSE's design scope.
The design scope also will include changes to the electrical distribution system and changes to the fire alarm system to accommodate the scheduled HVAC equipment.
OSE will design modifications to other mechanical, electrical, plumbing, and fire protection systems to accommodate installation of the new HVAC systems.
The project is expected to take four to five months to complete and no inmates will be allowed in the Law Enforcement Center while the work is being performed.
An official start date for repair work has not been determined.
Deficiencies in the original design and build will be documented for potential reimbursement from the original surety bond.
